Welcome to the Riverside County SELPA
The Riverside County Special Education Local Plan Area (SELPA) works collaboratively with 22 school districts and other public agencies throughout Riverside County to make available a full continuum of special education services. The SELPA provides support to local education agencies (LEA) in the following areas:
- Program Development
- Program Availability for all Children with Disabilities
- Professional Development
- Parent Support and Training
- Alternative Dispute Resolution
- Interagency Coordination
- Management Information System
- Fiscal Allocation and Monitoring
What is a SELPA?
In the late 1970s, California state legislation required all school districts and county offices of education to form geographical regions of sufficient size and scope to provide special education services.
SELPA stands for “Special Education Local Plan Area”. The SELPA is responsible for supporting member districts in the implementation of the legal requirements of the Individuals with Disabilities Education Improvement Act (IDEIA), the federal law for Special Education.
There are approximately 120 regions or SELPAs in California. While the most common SELPA size is about 5,000 special education students, the Riverside County SELPA is the largest multi-district SELPA in the state, with just over 30,000 students. Twenty school districts in Riverside County, River Springs Charter School, and the Riverside County Office of Education are members of the SELPA. Moreno Valley USD, Riverside USD, and Corona-Norco USD are single-district SELPAs and are not part of Riverside County SELPA.
